Here’s a comprehensive guide to the Indian Railways Concession Form & Application process for persons with hearing and speech impairment (previously referred to as “deaf and dumb”):
🧾 Official Form & Terminology Update
- As of February 1, 2018, Indian Railways replaced the term “deaf and dumb” with “person with hearing and speech impairment”, and replaced “viklang” with “divyangjan” in all concession-related forms.
- This updated terminology also reflects in the revised concession certificate forms where disable categories are described in inclusive language.
📄 Concession Form Overview
Form Contents
- The concession certificate specifies categories of disabilities eligible for travel discounts:
- Orthopaedic impairment with escort
- Intellectual disability with escort
- Persons with hearing and speech impairment (both)
- Termed inclusive and non-derogatory as per latest Central Railway directives
Where to Find the Form
- Updated forms are available at PRS reservation counters and Divisional Railway Manager (DRM) offices across India.
- Zonal railways have been instructed to print and stock the latest versions since June 2025.
🧑🦽 How to Apply – Step-by-Step
Step 1: Obtain Required Documents
- Disability Certificate issued by a recognized medical authority—for hearing & speech impairment.
- Photo Identity Proof (Aadhaar, Voter ID, etc.)
- Proof of age and address, along with 2 passport-sized photographs.
- UDID (Unique Disability ID) may help but is not sufficient alone.
Step 2: Visit the DRM Office
- Apply in person at the DRM office, submitting documents and stating:
“Application for issue of Railway Identity Card for person with hearing and speech impairment.” - The commercial inspector verifies your documents before proceeding
Step 3: Collect Railway Divyangjan ID Card
- Once verified, the DRM office issues a Railway Divyangjan Photo ID Card with an 11-digit concession ID number.
- Your original concession certificate is then endorsed and devalidated. Only the ID Card remains valid for future concessions.
🎟️ Concession Benefits
- 50% discount on base fare in:
- Second Seating (2S)
- Sleeper Class (SL)
- First Class (FC)
- 50% concession is also applicable to:

Important: Reservation fees, GST, Tatkal fees, and superfast charges are not discounted—they must be paid in full.
