Will the Minister of RAILWAYS be pleased to state :-
(a) whether the Ministry is considering or has proposed important railway projects for Rajasthan, namely, new railway line from Pipar Road railway station to Nagaur via Bhopalgarh Asop, as proposed earlier, Bilara to Bar railway line, as proposed earlier, and Merta Road to Ajmer via Merta City and Pushkar;

(b) if so, by when these projects would be completed; and

(c) if not, the reasons therefor?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF STARRRED QUESTION NO.12 BY SHRI RAM NARAIN DUDI ANSWERED IN RAJYA SABHA ON 21.06.2025 REGARDING PROPOSED RAILWAY PROJECTS IN RAJASTHAN

(a) to (c): Yes, Sir. Ministry of Railways has included 12 New Line, gauge conversion and doubling projects since 2014-15 falling partly/fully in the State of Rajasthan. As on date, 11 New Lines, 06 Gauge Conversion and 13 Doubling projects worth Rs.42,820 Crore are under different stages of execution/sanction.

(i) Pipar Road Station Nagour via Bhopalgarh, Asop new railway line (96 Km): Survey for new Broad Gauge line from Pipar Road-Bhopalgarh-Asop-Shankwas-Nagour has been completed in 2025-15. As per survey report, the cost was assessed as Rs.293 crore with the negative rate of return of 9.46%. Project could not be taken forward as the project is financially unviable.

(ii) Bilara-Bar new line (47 Km): Survey for Bilara-Bar new line was completed in 2025-17. As per survey report, cost of (47 Km) new line was Rs.368 crore with negative rate of return of 26.93%. However, an updating survey for construction of new line from Bilara-Bar has been sanctioned in December, 2018. Survey taken up.

(iii) Merta Road-Ajmer via Merta City and Pushkar (59 Km): Railway line already exists between Merta Road-Merta City and Pushkar-Ajmer. The project for Merta City to Pushkar was included in Railway Budget 2025-14 subject to requisite approvals. As per survey report, the cost of the project was approx Rs.323 crore (2025-11 price level) with negative rate of return of 7.65%. Project could not be taken forward as it is financially unviable.

Key Railway Projects in Rajasthan

1. Major Doubling & Electrification Initiatives (Jaipur, Ajmer, Luni-Samdari)

  • Luni–Samdari–Bhildi Doubling Project: Spans ~272 km across Jodhpur, Barmer, Jalore (Rajasthan) and Banaskantha (Gujarat), costing ₹3,085 crore. Aims to boost both freight and passenger operations.
  • Jaipur–Sawai Madhopur Doubling Project: ~131 km at ₹1,204 crore, improving capacity and punctuality.
  • Ajmer–Chanderiya (via Chittorgarh) Doubling Project: ~178 km for ₹1,635 crore, enhancing efficiency.
  • Bhildi–Samdari–Luni–Jodhpur–Merta Road–Degana–Ratangarh Electrification: Covers ~604 route km for ₹602 crore to enable greener freight connectivity to ports like Kandla and Mundra.

2. Union Cabinet Approval for Key Doubling Projects

The Cabinet greenlit doubling of three critical routes for ₹1,268.6 crore:

  • Jaipur–Sawai Madhopur
  • Ajmer–Chanderia
  • Luni–Samdari–Bhildi

3. Railway Station Redevelopment & Station Upgrades

  • Jaipur Station Redevelopment (NWR): Being transformed into an integrated station and commercial hub with world-class amenities, at a budget of ₹577 crore; completion expected by 2025.
  • Amrit Bharat Scheme: Upgrading 86 stations across Rajasthan—including Jaipur, Udaipur, Ajmer, Kota—for passenger comfort and infrastructure improvements like lifts, plazas, landscaping, and connectivity enhancements.

4. New Lines & Connectivity Enhancements

  • 30 New Railway Lines in Rajasthan: Spanning ~1,500 km at ₹15,000 crore, spanning cities like Jaipur, Jodhpur, Udaipur, Pushkar, Abu Road, etc., targeted for completion by 2028–29.
  • Specific New Lines Proposed: Including Pushkar–Merta (~59 km), Ajmer–Kota alternative (via Naseerabad–Jalindri), and several others to connect industrial zones, tribal regions, and pilgrimage sites—backed by ₹1,411 crore for rail line and RUB projects.
  • Pushkar–Merta & Ras–Merta Lines: Approved to enhance connectivity for tourism (Pushkar) and cement industry workers (Ras).

5. High-Speed Rail Test Track & Vande Bharat Infrastructure

  • Broad Gauge High-Speed Test Track (Gudha–Thathana Mithdi, near Sambhar Lake): 60 km line being developed for speeds up to 230 km/h. Includes loops, curves, bridges, and stations. Estimated cost ₹820 crore, targeted for completion by December 2025.
  • First Vande Bharat Maintenance Depot: Under construction at Bhagat Ki Kothi (Jodhpur Division), enhancing maintenance for premium trains.
