Will the Minister of RAILWAYS be pleased to state :-
(a) whether it is a fact that the work for Lalitpur-Singrauli railway project has been started by construction company;

(b) if so, the allotment and expenditure of funds during the last three years and progress made thereon and by when the work is targeted to be completed; and

(c) if not, the detailed reasons therefor?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI RAJEN GOHAIN)

(a): Yes, Sir.

(b) & (c): Lalitpur-Khajuraho (167km) and Mahoba-Khajuraho (62.50km) sections have been commissioned. Land acquisition has been taken up in the remaining sections and work taken up in the available land.

During last three years (2025-16 to 2025-18), Rs.1072.05 crore has been incurred as an expenditure and an outlay of Rs.315 crore has been provided for this project for the year 2025-19.

Completion of the project is dependent upon many factors such as land acquisition, statutory clearances like forestry and wild life clearances, shifting of services, cutting of trees. Since many of these factors are beyond the control of Ministry of Railways, timeline for completion of the project is not feasible to be fixed.

Here’s a comprehensive snapshot of the Lalitpur–Singrauli Railway Project, a strategic new rail corridor of about 541 km linking Uttar Pradesh to eastern Madhya Pradesh—vital for regional development and connectivity.

Project Highlights

Route Structure & Engineering Features

  • The line covers approximately 541 km, traversing rugged terrains, especially between Rewa and Bargawan.
  • Notably, the train will pass through 21 tunnels in the Rewa–Bargawan section—including a record-breaking longest tunnel near Chuhia Valley at 3.38 km.

Construction Status

  • Trains are expected to run between Rewa and Sidhi by March 2025, with infrastructure works advancing toward Rampur Naikin.
  • The initial segment from Rewa to Govindgarh is nearly complete and slated for inspection in early 2025.

Administrative Push & Land Acquisition

  • Deputy CM Rajendra Shukla has ordered expedited land acquisition—mandating resolution of all pending issues and compensation within one week.
  • As of May 2025, ₹5 crore was disbursed for 1,038 landowners in the Rewa–Govindgarh stretch. Full acquisition awards in Singrauli are expected soon, with a ₹67 crore compensation allocation being processed by June 2025.

Corruption & Compensation Irregularities

  • Investigations uncovered major irregularities in compensation distribution, including suspects building 1,500+ fraudulent houses across 10 villages post-notification.
  • Compensation claims for 4,700 houses in Singrauli were flagged as illegitimate, despite only 41 actual houses in Panna.
