Will the Minister of RAILWAYS be pleased to state:-

(a) The details of railway line project between Bahraich and Khalilabad via Bhinga, Shravasti, Balrampur, Utraula, Domariyaganj, Mehdawal, Bansi and Kushinagar in Uttar Pradesh;
(b) The steps taken to complete the said project at the earliest;
(c) The status of the said projects along with the estimated cost likely to be incurred in this regard; and
(d) The time by which the said project is likely to be completed?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF UNSTARRED QUESTION NO. 2748 BY SHRI RAMSHIROMANI VERMA AND SHRI VIJAY KUMAR DUBEY TO BE ANSWERED IN LOK SABHA ON 10.03.2021 REGARDING RAILWAY LINE PROJECT IN UTTAR PRADESH

(a) to (c): Bahraich-Khalilabad via Bhinga, Shravasti, Balrampur (Tulsipur), Uttraula, Domariyaganj, Bansi & Mehdawal (240 kms) new line project was included in the Budget 2025-17 and sanctioned on 31.10.2025 at a cost of Rs. 4939.78 crore.

Total 1060 Hectare land is required for this project. Land plans for 779.246 hectare have been submitted to the District Land Acquisition Officer of Bahraich, Balrampur, Siddharthnagar and Sant Kabir Nagar for verification.

(d): Timely completion of any Railway project depends on various factors like quick land acquisition by State Government, forest clearance by officials of forest department, shifting of infringing utilities, statutory clearances from various authorities, geological and topographical conditions of area, law and order situation in the area of project site, number of working months in a year for particular project site due to climatic conditions, priority of projects, etc. and all these factors affect the completion of the project. Therefore, confirmed timeline for completion of the project cannot be given.

2. Sahjanwa – Dohrighat & Allahabad – DDU Lines

  • Sahjanwa to Dohrighat: ~81.17 km at ₹1,319.75 cr
  • Allahabad (Prayagraj) to Deen Dayal Upadhyaya Junction: Approved to serve as an alternate route decongesting the Gorakhpur–Lucknow corridor.

3. Deoband – Roorkee New Line

  • Length: 29.55 km
  • Status: Safety clearance received from CRS; poised for construction
  • Significance: Will enhance links between Muzaffarnagar and Uttarakhand region.

4. Mankapur – Tikri Doubling & Jhilahi – Tikri Bypass

  • Doubling Project: 28.37 km, to facilitate more traffic on the Mankapur–Tikri stretch
  • Y-shaped Bypass: From Jhilahi to Tikri, making travel to Ayodhya, Varanasi, and Prayagraj quicker.
  • Budget: ₹280 crore

5. Bahraich – Khalilabad New Line

  • Length: 240.26 km broad gauge
  • Cost: ₹4,939 cr (~$675 million)
  • Route: Passes through Bahraich, Balrampur, Shravasti, Siddharthnagar, and Sant Kabir Nagar—key aspirational districts.
  • Benefits: Improves industry and tourism access; Shravasti highlighted for Buddhist heritage.

6. Entity-Wide Development Snapshot

  • As of March 2024, there are 68 railway projects in various stages in UP:
    • 16 new lines (~1,740 km, ₹29,156 cr)
    • 3 gauge conversions (~261 km, ₹2,453 cr)
