Here’s a detailed breakdown of the latest rules (as of 2025) governing the Yatri Ticket Suvidha Kendra (YTSK)—the licensed private kiosks that facilitate railway ticketing services:

What’s YTSK?
YTSK (Yatri Ticket Suvidha Kendra) is a public–private partnership (PPP) model where private operators run ticketing counters—offering reserved, unreserved, Tatkal, platform tickets, and season passes—outside railway station premises.
Key Rules & Modifications (Per Commercial Circular No. 41 of 2018)
- Terminal Access Charge: One-time ₹1.6 lakh per terminal payable at license renewal (every 3 years), replacing the earlier annual fee.
- Registration Fee: Reduced from ₹5 lakh to ₹2 lakh lump sum for new licensees.
- License Tenure: Now renewable in blocks of 3 years (instead of yearly renewals), contingent on performance.
- Security Deposit: Lowered to ₹1 lakh per terminal (≤ ₹5 lakh cap).
- Operating Hours on Opening Day:
- General tickets from 08:15 AM (earlier 08:30)
- AC Tatkal from 10:15 AM, Non-AC from 11:15 AM (earlier 10:30 for both) — improves early access.
- Eligibility: Reduced to minimum 2 years of prior experience in railway ticketing (earlier 5 years).
- Transfer of License: Permits pre-nominating two legal heirs for seamless succession, instead of ad hoc legal transfers.
GST & Fee Structure
- GST (18%) applies to service charges on reserved tickets; non-AC tickets are exempt from GST.
- IRCTC retains 25% of reserved ticket service fees; the balance (75%) plus 100% of unreserved service charges go to the YTSK agent.
- GST‑registered YTSK agents must issue tax invoices to IRCTC; IRCTC can claim input tax credit accordingly.
On-Ground Application & Accessibility
- Moradabad (2025) started rolling out YTSKs outside stations to ease pressure from queues—charging ₹40 extra for AC/sleeper tickets and ₹30 for general reserved tickets. These run from 8 AM to 10 PM.
- In Bihar (Samastipur division), plans are underway to set YTSKs outside 28 stations to expand outreach and create employment. Candidates receive a 3-year license with extension possible upon good performance.
- Typically, YTSKs charge a nominal ₹2 service fee per passenger for unreserved tickets and accept multiple payment modes (cash, cards, wallets, UPI). They can also handle senior citizen concessions and season ticket renewals.
