If a person is nominated to both the Divisional Railway Users Consultative Committee (DRUCC) and the Zonal Railway Users Consultative Committee (ZRUCC), Indian Railways rules specify that they should serve on only one of the two. The placement must be on the ZRUCC, and their nomination to the DRUCC should be cancelled.

Key Reference & Rationale

  • Commercial Circular No. 68 of 2013 (Railway Board) states that if someone is chosen for both bodies—irrespective of the nomination category—they must be represented on just one, preferring the Zonal committee (ZRUCC), and the DRUCC nomination is annulled.

Committee Structures & Nomination Flexibility

Additional context from the official guidelines:

  • DRUCC membership includes:
    • Local Chambers of Commerce, Trade, Industry, Agriculture associations (up to 6 members),
    • Passenger associations,
    • Government representatives,
    • Parliament members,
    • Special interest groups, consumer protection, and handicapped associations.
  • ZRUCC includes:
    • State government and legislature nominees,
    • Chambers of Commerce and Agriculture bodies,
    • One non-official from each DRUCC,
    • Passenger associations, consumer protection, public sector undertakings,
    • Members of Parliament, Union minister nominees,
    • Special interests

Moreover, the General Manager can nominate one member to each committee to voice underrepresented interests.
