According to the Railway Board directive (dated 9 August 2006):
- Mandatory Pre-Inspection by RITES/RDSO: All purchase orders valued over ₹1 lakh must be pre-inspected by third-party agencies such as RITES or RDSO, regardless of whether the items are safety-critical or not
- For Purchase Orders Below ₹1 Lakh:
- If the consignee possesses the necessary technical capacity, pre-inspection may be conducted internally by an officer not below Senior Scale (preferably at the supplier’s premises), before dispatch
- However, in cases where the technical expertise or specialized facility is lacking at the consignee level, even orders under ₹1 lakh should still undergo pre-inspection by RDSO or RITES.
