(b) If so, the details thereof; and
(c) The action plan of the Government for the further progress of the approved railway line from Kishangarh to Parbatsar in Rajasthan?
ANSWER – MINISTER OF RAILWAYS AND COMMERCE & INDUSTRY (SHRI PIYUSH GOYAL)
(a) & (b): Survey for construction of new railway line from Pipar Road-Bhopalgarh-Asop-Shankwas-Nagour was completed in 2014-15. As per survey report, the cost was assessed as Rs.293 crore with the negative rate of return of 9.46%. Project could not be taken forward as the project is financially unviable. Further, an updating survey for construction of new railway line from Pipar Road-Bhopalgarh-Asop-Shankwas-Mundwa-Nagour (96.00 Km) has been completed during 2018-19. As per the survey report, the construction cost of new line has been assessed as Rs.339.92 crore with a negative rate of return of 9.22%. The project could not be taken forward due to unremunerative nature of the project.
(c): Kishangarh-Parbatsar (45 Km) new line project was included in Capital Investment Programme 2016-17 in anticipation that Joint Venture (JV) company of Government of Rajasthan will identify this project for execution.
However, Government of Rajasthan has not formed the JV company with Ministry of Railways.
Here’s the latest verified status on the Kishangarh–Parbatsar Railway Line Project in Rajasthan (as of mid‑2025):

🚧 Project Overview
- The 45 km new railway line between Kishangarh and Parbatsar was included in Indian Railways’ capital investment plan since 2025‑17, under the expectation of joint funding by a yet‑to‑be‑formed Rajasthan JV. However, till now that JV has not materialized, delaying project progress.
- This route is part of a broader proposal to link Pipar Road–Bhopalgarh–Asop–Shankwas–Mundwa–Nagaur, promoting connectivity across central Rajasthan. However, previous surveys (2025‑15 and 2025‑19) flagged the updated 96 km route as financially unviable (negative 9% return) and stalled further approvals.
🚫 Current Status (2025)
- As of now, no physical work has begun—no land acquisition, survey updates, or construction activity has been initiated.
- No financial sanction or official sanction order has been issued post-survey, largely due to the state not onboarding the joint‑venture structure.
- In early 2025, Ajmer MP met with the Railway Ministry to request renewed land allotment proposals from the state government. Such formalities are considered essential prerequisites to restart the Kishangarh–Parbatsar, Pushkar–Merta, and Nasirabad–Kota new line projects.

🧐 Local Sentiment and Reality Check
- Reddit discussions and rail forums note virtually no visible progress on the Kishangarh–Parbatsar corridor despite longstanding expectations.
- Analysts point to bureaucratic delays, stalled agreement from the state, and poor projected financial returns as the root causes for the project’s current dormancy.
🔜 What Needs to Happen Next?
- Government of Rajasthan must formally propose free land allocation and possibly sign an MoU to trigger ministry-level sanctioning.
- The Centre may need to revisit project viability, perhaps adjusting scope or alignment to improve return estimates.
- Only upon resumption of JV discussions and sanctioning can detailed surveys, tendering, and construction begin.
✅ Key Takeaways
- ❌ Despite periodic interest, the Kishangarh–Parbatsar railway line remains unfunded and unsanctioned.
- ⚠️ The project currently faces hurdles chiefly due to financial unviability per survey, and the absence of a collaborative state-railway JV.
- ✔️ Its revival depends on renewed political push, structural realignment, or government funding models.
