1. Eligibility & Concession Rates

According to Indian Railways policy:

  • Completely visually impaired (blind) persons, traveling alone or with an escort, are entitled to:

    • Only 25% concession in AC 3-tier and AC Chair Car on Rajdhani/Shatabdi trains.

2. Concession Certificate (Form)

3. How to Apply & Use the Certificate

  1. Obtain the Certificate:
    • Visit a recognized government hospital or designated facility.
    • Get both the Medical Disability Certificate and the Concession Certificate for blind persons signed by the proper authority.
  2. Usage for Ticket Booking:
    • Present the original certificate at PRS counters when purchasing discounted tickets.
    • A photocopy can be accepted for processing if the original is shown, but the original is required during travel.
    • Ensure both the passenger and the escort’s details are mentioned, if traveling together.
  3. Online Booking (Optional):
    • You can also apply for a Divyangjan ID card via the portal divyangjanid.indianrail.gov.in.
    • Once issued, the Divyangjan ID lets you book concessional tickets online through IRCTC or at UTS counters.
