Please refer to Board’s letter of even no. dated 25.05.2006 (RBA No. 25/2006), 18.08.2006 (RBA No. 42/2006), 12.10.2007 (RBA No. 37/2007), 25.02.200- (RBA No. 13/2009) and 15.03.2025 (RBA No. 5/2025) under which instructions on revised codal life of assets based on the recommendations of ED’s Committee were issued. The said Committee has further examined the proposal of fixing the codal life of LED display Boards for Passenger Information Systems, True Colour Video Cum Train Information Display System and GPS based digital clocks and their recommendations have since been accepted by Board.

Accordingly, Advance Correction Slip No. 75 amending para 219 of Indian Railway Finance Code – Volume -1 is placed below for information and necessary action.

Overview: Revised Codal Life of Assets (ACS No. 92)

  • The Railway Board issued Advance Correction Slip No. 92, amending Para 219 of the Indian Railway Finance Code, Volume I (1998). This revision updates the “normal life” (codal life) of various railway assets. It was based on proposals from the Electrical, Mechanical, and Signalling Directorates and vetted by a multidisciplinary Executive Director’s Committee. The Board has approved the changes accordingly.

Sample Asset Categories & Revised Lifespans

A. Electrical Assets

  • Air Conditioners, Water Coolers, Refrigeration Equipment: ~10 years
  • Electrical Wiring (Internal Building):
    • Coastal areas: ~15 years
    • Other areas: ~20 years
  • Electric Pumps: ~20 years
  • OHE Conductors & Components:
    • Fixed structures: ~45 years
    • Porcelain insulators: ~40 years
    • Composite insulators: ~25 years
      (Note: Actual replacement should be condition-based)

B. Mechanical Assets

  • Machine Tools (e.g., Lathes, Milling): ~20 years
  • Laboratory & Testing Equipment: ~15 years
  • EOT Cranes: ~36 years
  • Track Maintenance Machinery (e.g., Tamping, Rail Relaying): ~20 years
  • Material Handling Machinery: ~25 years

C. Rolling Stock

  • Open Bogie Wagons with Air Brakes (e.g., BOXN variants): ~35 years, extendable with justification
  • Bogie Tank Wagons (BTPN): ~45 years, subject to structural audit
  • Other Bogie Wagons: ~35–40 years depending on type

D. Signalling & Telecommunication

  • Electronic Signalling Systems (e.g., Axle Counters, IPS): ~20 years
  • Kavach (ATP systems): ~15 years
  • Signalling Equipment (e.g., relays, point machines): condition-based replacement guided by operational wear

What It Means

  • These codal life estimates serve as financial benchmarks to calculate depreciation and sinking fund contributions.
  • Importantly, actual replacements are guided by asset condition, not merely the elapsed time.
  • Assets not listed in ACS No. 92 continue to follow prior codal life guidelines.
