Sub: Revision of Duty List of Ticket Checking Staff.

The list, highlighting some of the important duties/responsibilities of various categories of the ticket checking staff such as Train Superintendent, Conductor and TTEs were issued vide this. office letter No. 98/TG-V/12/1 dated 11.09.1998. Subsequently, ticket checking staff has been entrusted with number of new sets of duties e.g. taking action against the persons smoking in public place, intimating about the carrying of inflammable and dangerous/prohibited goods, announcement by Train Superintendent in trains welcoming the passengers on board etc.

2. In view of the above, a modified consolidated duty list, adding the new sets of duties in the duties already stipulated in Board’s letter No. 98/TG-V/12/1 dated 11.09.1998 with slight modification in some of them, is enclosed. These revised duty lists may be brought to the notice of all concerned.

  • Strict Adherence to Duty Rosters
    Staff should follow the official duty roster closely, with any mutual swaps requiring prior approval and documentation.
  • Planned Staff Rotation
    The railway should rotate personnel across routes and trains, minimizing repetitive assignments and reducing complaints related to specific TTEs/train combinations.
  • Monthly Divisional Audits
    Divisions must routinely check monthly rosters to ensure correct deployment and compliance.

Broader Guidelines on Coach Manning & Staff Utilization

Earlier, May 2025 guidelines addressed staffing levels and optimal utilization:

  • Adjust Squad Size, Especially for Suburban Sections
    Zonal Railways with suburban networks must limit ticket checking squads to 15% of staff; those without may restrict to 7%, ensuring sufficient manpower for onboard duties.
  • Use of Surplus ECRC Staff
    Where possible, surplus staff like ECRCs may be retasked to onboard ticket checking (post-training), while stationary checking staff may support on-board checks.

Updated Duty List & Expanded Responsibilities (2025–17)

Earlier circulars consolidated and expanded TTE and Conductor responsibilities:

  • 2016 – Consolidated Duties Issued (CC No. 58/2025)
    The revised duty lists included new responsibilities such as managing passenger behavior (e.g., anti-smoking enforcement), unsafe goods, and passenger announcements—added to existing duties defined in a 1998 circular.
  • 2017 – Train Conductor Duties Refined (CC No. 39/2025)
    Key additions: oversight of onboard catering services and real-time passenger assistance—bringing conductors’ role closer to that of Train Superintendents.
