With a view to simplify the procedure and expedite the process of procurement of – non-stock items, Board has reviewed the existing procedure for preparation of non-stock demands/requisition. In super session of earlier instructions on the matter, revised delegation for signing of non-stock demands/requisition, and requirement of essentially is as under:

s. No Value of Non-stock requisition * Level of signing as approving officer in Non-stock requisitions (which inter-alia also certifies essentiality of requirement)
1. Non-stock requisition upto Rs. 15,000/- JS officers SS officers in absence of JS officer
2. Non-stock requisition exceeding Rs. 15,000/- but ntit exceeding Rs. 75,000/- SS officer JAG/SG officers in absence of SS officer
3. Non-stock requisition exceeding Rs. 75,000/- but not exceeding Rs. 3 lakhs JAG/SG officer **
4, Non-stock requisition exceeding Rs. 3 lakhs but not exceeding Rs. 15 lakhs CWM/ADRM/SAG Officer of the user department
5. Non-stock requisition exceeding Rs. 15 lakhs PHOD/CHOD of user department in HQ

* Non-stock requisitions will require vetting as per extant instructions.
** In case JAG/SG Officer is not posted then non-stock requisition to be signed by:
• ADRM for divisional requirements
• CWM for workshop requirements
• SAG Officer of the user department for construction and other requirements This issues with the concurrence of Finance Directorate of Ministry of Railways.

Here’s the official and updated delegation of powers for signing non-stock demands (Non-Stock Requisitions), as per the Railway Board’s revisions effective from 6 May 2015:


Revised Authority for Signing Non-Stock Demands (Board Letter No. 2005/RS(G)/779/7 dated 6 May 2025)

As part of efforts to streamline procurement of non-stock items, the Railway Board simplified and clarified the approval hierarchy:

Value of Non-Stock Requisition Officer Authorized to Sign / Approve
Up to ₹15,000 JS-level Officers (or SS-level if JS not present)
Above ₹15,000, up to ₹75,000 SS-level Officers (or JAG/SG if SS not present)
Above ₹75,000, up to ₹3 lakh JAG/SG Officers (or SAG-level if JAG/SG not present)
Above ₹3 lakh, up to ₹15 lakh CWM/ADRM or SAG Officer of user department
Above ₹15 lakh PHOD/CHOD of the user department (Head Office level)

Locations in absence of the above officers:

  • At divisions: the ADRM can sign if a JAG/SG officer isn’t posted.
  • At workshops: the CWM can sign under similar conditions.
  • In construction and other categories: the SAG officer of the user department is empowered when higher cadres are unavailable.

Every requisition must include essential certifications and vetting as per existing instructions.

  • It replaces earlier, more fragmented guidelines with a single consolidated directive, improving accountability and transparency.
  • The delegation aligns sign-off authority with both the value of the requisition and the organizational level, promoting efficient and decentralized decision-making.
