Will the Minister of RAILWAYS be pleased to state:-

(a) the details of year of sanction, total cost, revised cost till date and the total amount of funds released and spent for implementation of each railway projects including those being implemented in Haryana;

(b) whether there is some delay in implementation of these projects and if so, the reasons therefor, project-wise;

(c) the time by which these railway projects are likely to be completed; and

(d) the time by which railway line from Bhiwani to Loharu and Delhi to Alwar via Nuh-Firozpur Jhirka is likely to be completed?

ANSWER – MINISTER OF RAILWAYS AND COMMERCE & INDUSTRY (SHRI PIYUSH GOYAL)

(a): As on 01.04.2019, 498 Railway projects including 188 New Lines, 55 Gauge Conversion and 255 Doubling Projects are in different stages of execution/planning/sanction. The total length of these projects is 49,069 Km, costing Rs.6.75 lakh crore. This includes 07 New Line, 01 Gauge Conversion and 02 Doubling projects of length 1014.77 km & costing Rs.10146.48 crore falling fully/partly in the State of Haryana. The project wise details of projects are made available in public domain on Indian Railways website i.e. www.indianrailways.gov.in >Ministry of Railways >Railway Board >About Indian Railways >Railway Board Directorates >Finance (Budget).

(b) & (c): The timely completion of any Railway project depends on various factors like quick land acquisition by State Government, forest clearance by officials of forest department, shifting of infringing utilities (both underground and over ground), statutory clearances from various authorities, geological and topographical conditions of area, law and order situation in the area of project site, number of working months in a year for particular project site due to climatic considerations, encountering unforeseen conditions like earthquake, flooding, excessive rains, strikes of labour, orders of Hon’ble Courts, situation and conditions of working agencies/contractors etc. All these factors vary from project to project and site to site and affect the completion time and cost of the project, which is finally worked out at the completion stage. Therefore, timeline for completion of projects cannot be given.

(d): These two projects have been taken up by HRIDC, JV company of Government of Haryana and Ministry of Railways for feasibility steady. The report has been shared with Government of Haryana. There is no further development since the studies have not been referred to Ministry of Railways.

  • **Delhi–Sohna–Nuh–Ferozepur Jhirka–Alwar Line (~104 km)**

    DPR ready; light-engine section (Patli–Manesar) commissioned in Sept 2025. The corridor includes sections with double tunnels (4.7 km) through the Aravallis, and elevated tracks in Kurukshetra (~5.9 km).
    Corporate partner: HRIDC; Asian Infrastructure Investment Bank funding secured.
  • Eastern Orbital Rail Corridor (EORC)
    Runs parallel to the Eastern Peripheral Expressway, connecting Sonipat–Ghaziabad–Faridabad. 90 km in UP, 45 km in Haryana; DPR completed as of Feb 2025.
  • Garhi Harsaru–Farukhnagar–Jhajjar (36 km) & Delhi-Alwar RRTS (104 km)
    Surveys or DPR underway/in progress. Delhi–Alwar corridor expected to link with HORC at Sohna.

  • Kurukshetra Elevated Track (5.875 km)
    Eliminates five level crossings; 68% construction complete.
  • Manesar–Patli Section (8.7 km)
    Fully completed in April 2025 as part of HORC; includes rail connectivity to Maruti’s cargo terminal. Multi-modal industrial integration underway. Can handle ~4.5 lakh cars per year.

  • Delhi–Alwar RRTS Sector
    Phase‑1 (Delhi–Dharuhera) underway; Phase‑2 (up to Alwar) expected to initiate by 2025–26. Completion through Haryana contingent on alignment synergy with HORC.
