What Was the Pink Book?
The Pink Book was an annual publication released after the Union Budget, detailing budgetary allocations across Zonal Railways and production units. It covered project-level expenditures—such as new lines, doubling, electrification, safety enhancements, passenger amenities, and rolling stock procurement.
Discontinuation of the Pink Book (2025)
- In April 2025, the Ministry of Railways officially discontinued the iconic Pink Book, ending a decades-long tradition.
 - The decision marks a shift toward a more decentralized budgeting process.
 
What’s Replacing It?
- Instead, comprehensive zone-wise budget documents are being issued for each Zonal Railway and Production Unit.
 - These new reports will include:
- Earnings
 - Working expenses
 - Capital expenditure
 - Detailed lists of sanctioned works
 
 - Railway Minister Ashwini Vaishnaw noted this transition during a Parliament session, confirming that the preparation of these new documents is already underway.
